Jakarta, 22 September 2021 – Menghadapi kompetisi sepakbola Liga 2 2021/2022 yang akan segera bergulir pada 26 September 2021, APPI mengumumkan status tunggakan yang belum dibayarkan secara Lunas oleh Klub kepada para pesepakbola, sesuai dengan putusan NDRC Indonesia sebagai berikut: 

1. Klub: PSPS Riau. Nomor Putusan 013/NDRC/I/2021 terhadap 1 Pesepakbola. Status: Belum Dibayarkan;
2. Klub: Kalteng Putra. Nomor Putusan 003/NDRC/III/2020 s/d 028/NDRC/VI/2020 terhadap 26 pesepakbola. Status: Belum Dibayarkan.;
3. Klub: PSKC Cimahi. Nomor Putusan 056/NDRC/VII/2020 s/d 061/NDRC/XI/2020 dan 001/NDRC/I/2021 s/d 002/NDRC/I/2021 terhadap 6 pesepakbola.  Status: Belum Dibayarkan;
4. Klub: Persijap Jepara. Nomor Putusan ​​003/NDRC/I/2021 s/d 011/NDRC/I/2021 terhadap 9 pesepakbola. Status: Belum Dibayarkan;
5. Klub: Persekat Kab Tegal. Nomor Putusan 033/NDRC/VII/2021 s/d 039/NDRC/VII/2021.

Total Klub Liga 2 yang belum melaksanakan putusan NDRC Indonesia adalah sebanyak: 5 Klub, dengan total tunggakan sebesar Rp 2.402.375.555 (Dua Milyar Empat Ratus Dua Juta Tiga Ratus Tujuh Puluh Lima Ribu Lima Ratus Lima Puluh Lima Rupiah) dari total 51 putusan yang belum dilaksanakan kepada 49 Pesepakbola. 

Sesuai dengan seluruh amar putusan NDRC Indonesia di atas, sebagai akibat dari belum juga dipenuhinya putusan-putusan tersebut oleh pihak klub, sanksi larangan pendaftaran pemain untuk 3 periode pendaftaran terhadap Seluruh Klub tersebut di atas masih berlaku. Putusan-putusan NDRC tersebut sifatnya adalah berkekuatan hukum tetap dan seharusnya merupakan salah satu syarat utama dalam verifikasi keikutsertaan klub-klub dalam penyelenggaraan Liga 2, seperti halnya yang telah dilakukan pada penyelenggaraaan Liga 1 sebelumnya.

Melalui rilis ini , APPI juga mengingatkan kepada klub Persis Solo yang sampai saat ini masih belum menyelesaikan tunggakan gaji pemain nya. Adapun dalam berbagai pemberitaan di media, Manajemen Persis Solo menyatakan akan menyelesaikan perselisihan antara Manajemen Lama dengan para pesepakbola yang bersengketa. Namun hal tersebut belum terealisasi.

APPI telah mengirimkan surat secara resmi kepada FIFPRO dan selanjutnya akan ditindaklanjuti bersama dengan FIFA agar proses verifikasi Liga-2 berjalan secara transparan dan profesional. Hal ini guna menjaga marwah NDRC Indonesia sebagai lembaga penyelesaian sengketa yang dibentuk FIFA, sebagai suatu Pilot Project yang akan menjadi contoh bagi lembaga penyelesaian sengketa di negara-negara lain nya.

APPI mewakili seluruh pesepakbola profesional di Indonesia berharap akan ada penyelesaian segera atas tunggakan-tunggakan tersebut di atas agar musim kompetisi 2021/2022 untuk Liga 2 dapat berjalan dengan baik dengan diikuti seluruh klub pesertanya.

Jakarta,  22 September 2021 — Facing Liga 2 2021/2022 competition which will be started on 26 September 2021, APPI announces the new status of arrears that have not been fully paid by the Club to their footballers, in accordance with the following NDRC decision:

1. Club: PSPS Riau. Decision No: 013/NDRC/I/2021 for 1 Professional Footballers. Status: Unpaid.
2. Club: Kalteng Putra. Decision No: 003/NDRC/III/2020 to 028/NDRC/VI/2020 for 26 Professional Footballers. Status: Upaid.
3. Club: PSKC Cimahi. Decision No: 056/NDRC/VII/2020 to 061/NDRC/XI/2020 and 001/NDRC/I/2021 to 002/NDRC/I/2021 for 6 Professional Footballers.  Status: Unpaid. 
4. Club: Persijap Jepara. Decision No: ​​003/NDRC/I/2021 to 011/NDRC/I/2021 for 9 pesepakbola. Status: Unpaid. 
5. Club: Persekat Kab Tegal. Decision No: 033/NDRC/VII/2021 to 039/NDRC/VII/2021.

The total of League 2 Clubs that have not implemented the Indonesian NDRC’s decision are 5 Clubs, with total arrears of IDR 2,402,375,555 (Two Billion Four Hundred Eighty Nine Million Five Hundred Fifty Five Thousand Rupiah) from of 51 decisions that have not been implemented to our 49 Professional Footballers.

In accordance with all the decisions of NDRC Indonesia above, as a result of the club’s failure to fulfill these decisions, the sanction of prohibiting player registration for the 3 registration periods for all the clubs mentioned above is still in effect. The NDRC decisions are legally binding and should be included in the main requirements in verifying clubs for joining the Liga 2, as has been done in the previous Liga 1 verification process.

Through this release, APPI also reminds Persis Solo club, which until now has not yet settled their player salary arrears. As stated by the Persis Solo Management in the media, the club will resolve disputes between the previous Management and the playes. However, this has not been implemeted yet.

APPI has officially sent a letter to FIFPRO and it will be followed up together with FIFA so that the Liga-2 verification process runs in a transparent and professional manner. This is to maintain the dignity of the NDRC Indonesia as a dispute resolution institution established by FIFA, as a Pilot Project that will serve as an example for dispute resolution institutions in other countries.

APPI representing all professional footballers in Indonesia hopes that there will be an immediate settlement of the arrears mentioned above so that the 2021/2022 competition season for Liga 2 can run well with all participating clubs.
